Policy

Programs managed locally by the South Central Workforce Council are funded by grants, most of which originate with the U.S. Department of Labor. Many of those pass through and are administered by the Washington State Employment Security Department. As you would expect, there are very specific and rigid policies and procedures that must be followed by all contractors and sub-contractors who provide services under these grant programs.

These pages are provided as a resource for those service providers, and others who have an interest or a need to understand the nuances and details surrounding the operation of these programs. Purpose: The WIA Youth Formula Program provides funds to state and local areas to serve low-income youth

ages 14- to 21 who face barriers to employment. The purpose of this notice is two-fold: to provide examples of strategies that may prove useful for WIA programs that serve court-involved youth and youth at-risk of offending, and to offer points to keep in mind in designing and operating programs for this population.

The purpose is to aggregate data to capture a broad overview of the degree to which AJCs, on average, are accessible to individuals with disabilities. The issue of accessibility is of particular interest to multiple stakeholders, including customers of the public workforce system, Congress, state and local leaders, AJC Managers, and the Department, as we seek to help identify ways to improve accessibility. The study will not be used to audit for compliance with the laws and regulations regarding accessibility of AJCs.

This policy addresses the factors that must be considered and documented by local service providers that develop OJT opportunities and contracts.
