Salary Range:     $2,440 - $3,277 per month.

Essential Job Functions:
Conducts interviews with detainees to gather information for presentation to the courts, to assist in determining custody levels of detainees while incarcerated and to identify risks and make recommendations for further assessment.

Interprets, evaluates and verifies interview information through investigation including review of criminal, social and work history to determine if the information provided is truthful and correct and to determine program eligibility according to established standards.

Performs extensive criminal history search in specialized computer data bases (Spillman & WACIC) to check for outstanding warrants, and to contact appropriate agencies if a warrant exists.

Prepares a Pretrial Services Recommendation indicating the level of supervision appropriate after reading and reviewing incident reports submitted by arresting agencies, and evaluating the interview, interview verification and criminal history obtained.

Performs activities related to the defendant release process including review of the release form with the offender to assure the offender is aware of his/her conditions of release, and reviews the conditions to determine if referral for additional assessment is appropriate.

Performs duties related to case management  including on-going contact with the defendants and their family members, employers or other parties who have knowledge of their compliance with conditions of release.  Maintains detailed records, files and notes on case actions and program activities.  Compiles statistics and prepares reports. Testifies in court when requested.  Deals with Pretrial Level 5 offenders who are mentally ill involving more intensive case management and coordination with Comprehensive Mental Health.  Administers saliva drug screens when necessary.

Performs other duties as required including providing technical assistance and program support to corrections staff and others. Attends meetings with other departments, Judges and Attorneys to help formulate and/or amend policies.  Creates reports/data sheets  (utilizing EXCEL) for court staff showing levels of client compliance. Reports include graphs, statistics and percentages.

Working Conditions:
Work is performed within a secure facility and occasionally in the field.  Position requires: mobility, fingering, grasping, talking, hearing, seeing and repetitive motions.  Rated as sedentary work: exerting up to 10 pounds of
force occasionally and/or a negligible amount of force frequently or constantly to life, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Mental stress may occur due to the nature of the work.

Knowledge of: (Upon entry)

  1. Practices and principles of project and case management;
  2. Office practices and procedures;
  3. Purposes theories, principles and practices related to the Pre-trial program;
  4. Research, interviewing and investigation techniques and methodology;
  5. Basic concepts of procedures in the criminal justice system;
  6. Concepts of human behavior and group dynamics;
  7. Phone and business etiquette.

  10. Using computers and related software applications ie. Microsoft Word, Excel, Spillman, Access, Discis, Scomis;
  11. Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public; and
  12. Communication, both oral and written, sufficient to exchange or convey information and to give or receive direction.

Minimum Qualifications:
Associate degree or two-year technical certificate in a related field and two years related experience; or An equivalent combination of education and experience which provides knowledge, skills and abilities to successfully perform the essential duties of the job. 

Applicants will be subject to a thorough background investigation to include fingerprinting, complete criminal records investigation, polygraph and psychological examination.

Applicant must possess a valid Washington State Driver’s License with no restrictions.

Applicant must be willing and able to complete all pertinent training including but not limited to:
NCIC Certification, and the Law and Justice Academy (Adult Services Course)

Bilingual English/Spanish is highly desirable, but not required

This is a Yakima County Teamster Contract Bargaining Unit position.  As a condition of employment you are required to become a member of the Unit or pay representation fees per the negotiated contract.
