Salary: $2,267.00 per month

Opening: There is one opening with the Yakima County Auditor’s Office, Election Division. This position assists in the bilingual election program for Yakima County in order to be compliant with the Federal Voting Rights Act, Section 203. Provide customer service; process and maintain voter registration data; provide election related information; translate election materials into Spanish; provide oral translation and education of election information to Hispanic community over the phone, at community events, meetings, through the media and at the Disability Access Sites, as needed. This recruitment could be used to fill positions that occur within 90 days of the closing date of this posting.

Selection Procedure:
Applications will be accepted until 4:00 p.m., Thursday, April 17, 2014. Applicants will be evaluated on the basis of past experience and training. Applicants claiming veteran’s preference eligibility will be required to complete the Application for Veterans’ Preference Form.

Essential Job Functions:
Participates and assists in the continuity of a bi-lingual, bi-literate and bi-cultural voter education and outreach program in Yakima County to meet on-going requirements of the Voting Rights Act, Section 203. Responds to address telephone and in-person inquiries; prepares materials for/ participates in presentations and voter outreach events. Writes educational articles for distribution by media to Hispanic Community.

Takes and transcribes minutes and/or records for community meetings and events regarding efforts to educate the Hispanic community on voter registration and voting processes. Prepare and distribute minutes/materials to committee members. Serve as a bilingual troubleshooter at Designated Accessibility Sites on Election day, as needed.

Translates voter registration and election information as needed. (information includes ballots, legal ads, correspondence, literature, voters’ pamphlet information, etc. for each election conducted by the Yakima County Auditor’s Office.)

Researches, gathers and analyzes demographics pertaining to voter registration and elections in Yakima County involving the Hispanic Community.

Processes, edits and verifies processing of voter registration information and the issuance/processing of absentee ballots to/from the public.

Assist Accounts Payable, Licensing and Recording divisions as needed.

Working/Conditions Physical Requirements:
Positions in this class range typically require: fingering, grasping, feeling, hearing, talking, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Travels to different communities throughout Yakima County on a regular basis. May be exposed to potentially hostile individuals.

Equipment Operated:
Basic Office Equipment, Personal Computer, Image Scanner, Knowledge of Word and Excel software

Minimum Qualifications:
Knowledge of: (Upon entry)
Spanish translation into English and English into Spanish; terminology, laws, rules and regulations regarding voter registration and elections; customer service techniques and team building concepts; communicating and expressing ideas effectively, orally and in writing; office practices and procedures; file maintenance techniques.

Skills (and abilities) in: (Upon entry)
Using a personal computer and Excel and Word softwares; basic office equipment; participating in presentations and training; translating meetings in English and Spanish; Complying with laws, codes, ordinances, and regulations regarding election laws; researching and gathering statistics regarding Hispanic Community; communications, oral and written, sufficient to exchange or convey information regarding voter registration and voting procedures in English and Spanish.

Experience and Training: High School Diploma or G.E.D. and (2) two years computer and office support experience or an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties the job.

Bilingual / Biliterate English/Spanish
Proficiency in MS Word/Excel
Valid WA State Driver’s License

Local, State or Federal election office experience preferred
