PROGRAM REPRESENTATIVE
(Full Time 37.5 hour week)

Salary: $2,751.00 per month

Opening: There is one opening with the Yakima County Treasurer’s Office. This position researches, analyzes and evaluates property tax data, state licensing records, Assessor’s Personal Property data, federal bankruptcy records, title reports and other information that may be gathered to support each legal case. Audits and calculates tax record adjustments for personal property parcels as well as parcels in the foreclosure case. This recruitment could be used to fill jobs that occur within 90 days of the closing date of this posting.

Essential Job Functions:
Maintains personal property distraint (foreclosure) case documentation throughout the year that will culminate in biannual sales of personal property for which payment of personal property taxes have not occurred by a specified date. Documents activities; communicates with interested parties to include taxpayers, owners, legal owners, lien holders and representatives or agents of the property owners; maintains all legal documentation for each parcel.

Performs in-depth research on properties that have been included within the initial personal property distraint (foreclosure) case to include review of taxpayer record, ownership record, last property transfer, Assessor’s Office Personal Property Listings for different types of equipment, Department of Licensing Certificate of Registrations for registered owner and legal owner on mobile homes, County Treasurer’s system records for those parcels receiving a value change that would require removal from distraint action, County Treasurer’s Bankruptcy records and any payment histories or system events related to the parcels.

Prepares Courtesy Notices, Delinquency Notices, Official Notice of Distraint, Notice of Sale and supporting documents that are required to be filed with the County Auditor’s Office as a lien, and mailings to taxpayer, owner, legal owner, registered owner and lien holder as required by state law and office policies and procedures.

Analyzes, collects, compiles, reviews, and audits data related to personal property ownership, taxpayer relationship, lien holder and legal ownership information using various outside resources to determine course of action to be taken with regards to outstanding delinquent personal property tax accounts that require entry into the formal, legal distraint (foreclosure) case. Prepares the initial personal property distraint which lists parcels that will be included in the bi-annual Personal Property Distraint (foreclosure) process.

Prepares and maintains required documents for personal service for those parcels left in a current distraint case according to state statute.

Receives, audits and verifies the accuracy of personal property tax record adjustments and any real property parcels that have fallen the into foreclosure case as provided by the Department of Assessment for prior and/or current tax years. Recalculates taxes based on the tax record adjustment documentation provided by the Department of Assessment and other governmental agencies, including audit functions or manual verification as required. Performs in-depth research on tax record adjustments that generate a refund. Prepares and mails Petition for Property tax refund to the payer of tax for signature and address verification. Applies administrative costs to all applicable properties in the distraint case for each process.

Receives training in the area of real property foreclosure to support the responsibilities in the absence of the Program Representative assigned to that area. Provides information to management, staff and the general public regarding the personal property and real property foreclosure processes.

Other Job Functions: Performs other duties as required.

Working Conditions/Physical Requirements: Duties are performed primarily in an office setting. The position requires stooping, kneeling, crouching reaching, standing, mobility, fingering, grasping, talking, hearing, seeing and repetitive motions. Rated as sedentary work: exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting, most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Exposure to potentially hostile individuals during the personal property distraint cases, both in person or through telephone contacts.

Equipment Operated: Computer and software (MS Office group, Ascend Property Tax-(Assessor/Treasurer System),
Viewport (Assessor’s System); Laredo (Auditor’s System); DOL System (State – Auto License); printer, telephone,
calculator, photocopier, telephone, fax machine.

Minimum Qualifications:
Knowledge of: (Upon entry)
Ability to analyze legal documents dealing with property transactions; Ability to draft and finalize legal documents dealing with property transactions; Financial theories and principles; Practices and principles of project implementation; Office practices and procedures including financial data processing; Research, analysis, investigation and evaluation methods and techniques; Terminology, laws, rules, codes and regulations governing the area of personal property and foreclosure; Rules of grammar, spelling and punctuation used in professional correspondence and reports; Personal computer and software programs; Time management principles; Customer service techniques.

Skill in: (Upon entry)
Preparing and processing documents related to assignment area function; Applying accounting procedures, organizational and time management principles; Developing and meeting scheduled commitments per statutory requirements and office policies; Paying attention to detail and accuracy; Analyzing legal documents to assure compliance with statutory requirements for managements signature; Drafting and finalizing legal documents to assure compliance with statutory requirements; Researching and analyzing financial data and formulation of sound conclusions; Presenting professional results and recommendations as required by management; Understanding and complying with laws, codes, ordinances, and regulations; Working with the public in a meeting setting; Using office equipment such as phones, copies, calculators and fax machines; Using a personal computer and related software applications; Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public; Communication, both oral and written, sufficient to exchange or convey information and to give or receive work direction.

Experience and Training: Associate’s Degree or 2 year Technical Certificate in Accounting, Legal, Finance or Business Administration plus two years of progressively responsible related program experience; or an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Preferred:
Bachelor’s Degree
Training or experience regarding state laws and administrative codes
Knowledge of legal documents for property transactions or title reports
2 years of GAAP experience and government entity experience

Required:
Microsoft Word and Excel education/training is required. Applicants will be asked to demonstrate skill in Word and Excel during the interview process.
Successful completion of a criminal history background check.
