Franchise Application Form

In accordance with Chapter 36.55 of the Revised Code of Washington (RCW), Yakima County maintains legal authority to grant franchises to interested parties. A franchise is an agreement of understanding between an authorized jurisdiction (Yakima County), and a prospective applicant that defines the rights and responsibilities of both the county and the individual or business in placing utilities in county right-of-way. The franchise sets forth the conditions of placement.  The approving of a franchise shall be done only by a resolution of the Board of Yakima County Commissioners and only after a Public Hearing on the matter is held by the Board in the manner prescribed in RCW 36.55.

Public/Private Road Name Request Form

A public petition form enabling public participation in the road naming process for: 1) newly created public or private roads; prior to approval of the final subdivision containing said roads and/or issuance of any building permit; 2) existing private roads that provide legal access to five or more addressable structures or units; 3) Re-naming existing roads with confusing or inconsistent road names that may adversely impact the efficient delivery of services by Law Enforcement, Fire or Emergency Medical responders, the US Postal Service or other private service providers. (Ord. 4-2007 § 6, 2007).  The renaming of existing named roads, both public and private, shall be done only by a resolution of the Board of Yakima County Commissioners and only after a Public Hearing on the matter is held by the Board in the manner prescribed in RCW 36.32.120(7).

Right of Way User Permit Information Form

A Franchise Permit grants the applicant access to county right-of-way, and a Right-of-Way Use Permit documents “HOW” the work will be performed.  The applicant can begin the Right-of-Way Use (RWU) Permit process at the same time as the franchise request; however, a RWU Permit will not be approved without a granted franchise. The applicant is required to submit a completed RWU Information Form and an approved traffic control plan for review by county staff. This permit request will be reviewed for location and construction specific information. Upon staff approval of the RWU Permit, traffic control plan, and granting of franchise, a Right-of-Way Use Permit will be issued.

Road Approach Permit

Per YCC 10.08, road approach permits (providing access to the county road system) are issued for either commercial or non-commercial purposes for the protection and preservation of the health and safety of the public.  Permits may be granted for any location, except on designated limited access roads, that will not conflict with the safety and free movement of road traffic.  The construction and maintenance of these approaches are subject to the design and construction controls described in the county code.

Road Improvement District / Local Improvement District (LID)

A public petition form seeking county action to make certain improvements to stated roadways / corridors.  Note:  It is understood that existing structure/utilities are moved and appropriate right-of-way must first be secured by (at not cost to) Yakima County prior to any projects being approved.  The scheduling of road improvements shall be done only by a resolution of the Board of Yakima County Commissioners and only after a Public Hearing on the matter is held by the Board in the manner prescribed in RCW 36.81.121.

On-Line Service Request Form

This form is used to report problems involving county roads and/or signs. A downed sign, clogged culvert forcing water over the roadway, debris on the roadway, vegetation blocking views at an intersection are examples of general service requests reportable on this form.  If the location of the problem is within city limits, please contact the respective municipality.

Small Works Roster Questionnaire (on-line)

The Small Works Roster (SWR) is a listing of State of Washington licensed contractors who have applied for and been placed on the roster.  The SWR is used for projects under $200,000, makes it easier for contractors to compete for public works projects, and helps reduce the cost of bidding small projects.  Candidate contractors for Yakima County projects may complete this online SMALL WORKS ROSTER QUESTIONNAIRE or view the current SMALL WORKS ROSTER

Speed Limit Change Request

A public petition form seeking county action to alter (increase or decrease) the speed limit on roadway(s) stated on the application.  The petition is reviewed by Yakima County Public Services for traffic, safety, and vehicle movement issues.  The altering of speed limits shall be done only by a resolution of the Board of Yakima County Commissioners and only after a Public Hearing on the matter is held by the Board in the manner prescribed in (YCC 9.36.032)
