POLICY: The Terrace Heights Landfill is the only landfill permitted in Yakima County to accept asbestos waste materials. Only that waste which is being derived within Yakima County will be accepted.
DEFINITION: Asbestos containing waste material means any waste which contains commercial asbestos and is generated by a source subject to the provisions of the Code of Federal Regulations-40 (Subpart M – National Emission Standard for Asbestos, Part 61) including asbestos mill tailings, control device asbestos waste, friable asbestos waste material, and bags or containers that previously contained commercial asbestos.
ABATEMENT AND REMOVAL PROCEDUREES: Customers must contact Yakima Regional Clean Air Agency, located at 329 North 1st Street, Yakima, WA 98901before beginning asbestos abatement.
DISPOSAL PROCEDURES: The asbestos waste material shall be adequately wetted so as to leave no visible emissions and be sealed into leak-tight containers or double-bagged in 6 mil (minimum) polyethylene, and properly labeled with 1” (minimum) lettering stating:

A copy of YRCCA’s written determination must be provided to Yakima County Public Services, Solid Waste Division Office before making disposal appointments. Customers must call the Solid Waste Office at 574-2450 at least twenty-four (24) hours in advance to make proper arrangements for asbestos disposal.
Disposal is to be between the hours of 9:00 a.m. and 4:00 p.m., Tuesday through Friday. No disposal will be accepted on holidays, Saturdays, Sundays, or Mondays.
Asbestos is $60.00 per ton, plus any applicable state refuse tax, with a 1-ton minimum charge for each load received.
Customers must fill out an Asbestos Waste Shipment Record prior to disposal. Forms are available at the Yakima Regional Clean Air Agency Office.
At the Terrace Heights Landfill, the scale house attendant will direct the customer to the receiving area and inform him/her to wait for the equipment operator before disposal. The equipment operator will assure that all information on the Asbestos Waste Shipment Record is complete and correct before signing his approval. After the equipment operator has accepted the load and signed the shipment form, the form is to be presented to the scale house attendant. Improperly delivered asbestos will be rejected and the Yakima Regional Clean Air Agency will be notified.
An equipment operator shall have a site prepared for disposal and shall cover the asbestos waste material with six (6) inches of compacted non-asbestos waste material within 24 hours.

The fee for tire disposal is $1.50 each for up to 20 tires or $150.00 per ton for passenger tires. Any load containing over 20 passenger tires will be weighed. Larger tires are charged as follows; truck tires $7.50 each, tractor tires $15.00 each and heavy equipment tires $70.00 each. Rims do not have to be removed.
The fee for disposal is $5.00 each. TV’s, stereos and microwaves are not considered appliances.
Yard and Wood Waste Diversion Program
Any yard and wood waste brought to the landfill that is separate from other waste and is contaminate free receives a 50% tipping fee reduction. Plastic bags, root balls, dirt & rocks are considered a contaminate and will be charged a garbage rate. Remember to secure your load while transporting your yard waste to avoid being charged the unsecured load fee.
Our large grinder chips yard and wood waste into 2-inch pieces. Chipped wood material is then sold to vendors as feed stock for particle board, commercial compost or even cardboard. Chipped yard waste is available free to the public. Wood chips - $10.00 ton, min. fee $2.00 per load.
