Dislocated Worker Program – Workforce Investment Act

The Workforce Investment Act (WIA) Dislocated Worker Program provides workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants, which will improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the economy.

Eligibility

  • Recently lost a job through no fault of their own and are unlikely to return to their previous occupation or industry
  • Are about to be laid off due to a plant closure or mass layoff
  • Are formerly self-employed but now unemployed because of general economic conditions or natural disaster
  • Meet the definition of a displaced homemaker. Displaced homemakers are equally eligible for Dislocated Worker services if they have been dependent on the income of a family member but are no longer supported by that income and if they are experiencing difficulty obtaining or retaining employment.

Services

The Workforce Investment Act mandates that participants are provided core, intensive and training services. Core services are basic information about our programs and other government programs made available for job seekers. Intensive, job training and other services assist participants to attain and retain employment. Support services are available to those who need further assistance to enable participation in the program. Rapid response services are provided to enable Dislocated Workers to transition to new employment as quickly as possible, following either a permanent closure or mass layoff.
