Juvenile Detention Alternatives

Yakima County Superior Court is in the process of forming a collaborative partnership to assist in the development of an "alternatives to incarceration" program for the Juvenile Department. Yakima County, along with Pierce, King, Whatcom, and Spokane counties, have agreed to work with the Washington Governor's Juvenile Justice Advisory Committee (GJJAC) and the Annie E. Casey Foundation on a statewide project called "The Juvenile Detention Alternative Initiative" (JDAI).

The partnership includes Yakima County officials, law enforcement, schools, service providers and business leaders.

The partners have begun the process of reviewing the following issues:

  • What is our present local philosophy concerning the best use of detention?
  • Are there alternatives to total confinement that are more effective in changing bad behavior in juveniles?
  • How can we use alternatives in a manner that reduces detention population while preserving the safety of the community?
  • How do we, or should we, measure the efficacy of alternatives using a cost-benefit analysis?
