  • Description of Project: The proposal is to expand the existing J Bell Winery into a Resort Agricultural Tourist Operation within the AG zoning district on an 11.97-acre parcel (201116-43016) and to add an additional/expanded septic system, if needed, on an adjacent 17.66-acre parcel (201116-42011). The Resort ATO would be developed in phases over 10 years to include a lounge/private club area, restaurant, multi-use/event space, events/weddings, classes, lavender distillery, hard liquor distillery, wellness cottages, and 25 overnight cabins with one parking space each. Up to 12 employees during any given shift are anticipated. The existing water system will be converted from a Group B system to a Group A system. The existing septic system will be evaluated and expanded as necessary. An on-premises directional sign measuring 4’ by 5’ and 7’ high is proposed.

  • Description of Project: Black Rock Solar - Power Generating Facility - Applicant proposes to develop the Black Rock Solar Energy Project (CUP2021-00038/SEP2021-00033), a utility-scale, photovoltaic solar power plant on approximately 1,060 acres within the Agriculture (AG) zoning district. The applicant has identified a smaller buildable area (640 acres) based on avoidance of sensitive natural and cultural resources, and the overall slope and aspect of the project. Design for the project has begun but construction is anticipated to begin in 2023. The design is being evaluated so it could also accommodate sheep grazing.
