To comply with the Eastern Washington Phase II Municipal Stormwater Permit issued by the Washington Department of Ecology, all regulated municipalities must develop and implement a Stormwater Management Program. Full implementation of a stormwater program is required by August 16, 2011. The program must include the following Program Elements, known as the “6+2” requirements.

- Illicit Discharge Detection and Elimination
- Construction Site Stormwater Runoff Control
- Post-Construction Stormwater Management for New Development and Redevelopment
- Pollution Prevention and Good Housekeeping for Municipal Operations
- Compliance with TMDL Requirements
- Monitoring and Program Evaluation
