What is a Food Establishment?


A food establishment is a fixed-location business where food or drinks are prepared, served, or sold to the public.  

Examples include:

  • Restaurants and cafés 
  • Grocery stores 
  • Wineries, breweries and bars
  • Coffee shops and bakeries 
  • School, hospital, or workplace cafeterias


Risk Levels and License Fees


Food establishments are classified into three different risk levels based on the types of foods you serve and how much preparation is involved.  An Environmental Health (EH) Specialist will confirm your risk level and license fee when you apply for a license. Note: Additional fees may apply if reviews or corrections are needed.


Food establishments may need additional licenses or inspections before operating. Confirm any required approvals with the appropriate agencies.
